BEF–ILO ProGRESS Project Hosts Stakeholders Dialogue on Industrial Attachment Pilot Programme

Bangladesh Employers’ Federation (BEF), in collaboration with the ILO Country Office for Bangladesh under the ProGRESS Project, organized a Stakeholders Dialogue on Industrial Attachment Pilot Programme on 20 January 2026 at the MCCI Office, Police Plaza Concord, Dhaka.

The session aimed to capture structured reflections and evidence-based feedback from industry partners, TVET institutions, and government stakeholders on the design, implementation, and outcomes of the re-modelled industrial attachment pilot, including its strengths, operational challenges, and learning opportunities.

Mr. Farooq Ahmed, Secretary-General & CEO of BEF, delivered the welcome address, followed by opening remarks from Mr. Pedro Jr. Bellen, Chief Technical Advisor, ProGRESS Project, ILO Country Office for Bangladesh. A presentation on the redesigned programme was followed by remarks from Engr. Md. Ruhul Amin, Chairman, BTEB.

Statements were also shared by Mr. Shamshur Rahman Khan, Additional Secretary (Development) of TMED; Mr. Max Tunon, Country Director of the ILO Country Office for Bangladesh; Mr. Abul Khair Md. Akkas Ali, Additional Secretary and Director General of Directorate of Technical Education (DTE); representatives from various Polytechnic Institutions and Industry Partners.

The dialogue brought together industry representatives, TVET institutions, and government stakeholders to review the re-modelled industrial attachment pilot. A total of 32 participants attended the dialogue, representing government agencies, industry, polytechnic institutes, GAC, and the ILO.
